URL หรือ URI ทั่วไปแล้วจะถูกจำกัดให้ใช้ได้เพียงตัวอักษรและตัวเลข [0-9 a-z A-Z] รวมถึงอักขระพิเศษอีกบางส่วน นอกเหนือจากนั้นจะใช้การเข้ารหัสเป็นเลขฐาน 16 ร่วมกับเครื่องหมาย "%" โดยเรียงลำดับตามตัวอักษรในชุด ISO-8859-1 (ISO-Latin) เช่น ใช้ "%20" แทนการเว้นวรรค
